laying out frets

I am building two banjos for my sons for xmas. I am making the scale length 24" and have used stewmac's fret calculator to get my layout.  How do I lay it out in decimals.  Does a decimal tape measure have the necessary increments?  Is there a luthier's ruler available somewhere?
