Sorry for not answering sooner. The fact is that I don't know anything historical. I learned it in the context of getting obsorbed into the Albuquerque Megaband. There were rumors - more or less - implying that Pete Sutherland was the source. On one occasion, perhaps on BHO I read that it is a Kentucky tune. My respect to the tune has to do with the chordings in the second part. Shenandoah Falls is one of the few tunes that if laziness is overcome I might change the banjo tuning from double-C to A-modal, cranking the 4th from D to E.
